Hello guys, what would the steps be to finding and reverse engineer the command in a CAN bus that it is in a passive waiting state, needing the message in order to transmit messages?

Is this scenario under j1939 only?

j1939 typically is constant broadcast,

j1979 and UDS would be a command and response (think obd2 scantools),

ultimately you have typically a device you control requesting specific information from (the scantool), and the responses return information to the scantool.

most messages are responded by a value of 8 + original request message id

We usually reply within 12hrs (often sooner)
