why would we not increase our fuel mass percentage to 100%
100 percent fuel mass means 0 percent oxygen mass which makes no conditions for hydrocarbons buring. In order to burn (oxidizing) hydrocarbons you need some mass of oxygen to be present which is not possible when you have fuel only (100 percent).
