When air mass exceeds the cylinder volume this is when volumetric efficiency exceed 100%. Forcing more air into the cylinder is what essentially results in more cylinder pressure and more torque/power. The common way to increase the engines volumetric efficiency is from forced inductions like turbochargers and superchargers.
There is always limiting factors which determine how much air mass can enter the cylinder, things like valve size/area, cam profiles (lift and duration), engine RPM, exhaust efficiency and plenty more
