what would be an average air temp to see during tuning steady state and ramp runs
Do you mean ambient, under bonnet, NA airbox, manifold under forced induction, or what?
Ambient is going to be what you get, unless you have really good heaters or A/C.
Underbonnet is much the same, usually the bonnet is left open as the normal airflow through the engine bay is compromised unless you have really good blowers.
NA airbox will depend on location, ducting, etc. It could be very close to ambient or, if badly designed and placed, suffer from heatsoak which may elevate it significantly.
Manifold under forced induction tmperature is going to come down to the overall efficiency of the entire package - from intake location through turbocharger and charge cooler efficiencies, pumping losses that cause heating, through to the actual VE of the engine - how well the engine fills the cylinders - as resistance to flow there will increase the pressure head and heating of the air in the manifold.
