Does the length of the wires affecting the size of the wire gauge used according to amperage draw? e.g if we have a 10 amps consumption and a length of 3 feet to use a 18 wire gauge and if the length is 15 feet to go a size or two bigger in diameter
yes, you need to upsize depending on length too.

Just to back what Shane has said, yes, the resistance of a length of copper wire will increase with length. For the length of wires we're typically dealing with for an EFI wiring harness, its not usually a concern, but it is worth being aware of.
