How do you know if the cylinder head is damaged due to excessive heat? Im suspicious that all machnists will check this?

Depending on the material the head is made out of, if it gets overheated they sometimes lose temper and go 'soft'. This can be checked with a hardness tested by your machinist. Once they're sort, they're junk pretty much, as you wont be able to get them to reliably seal when torqued down.
