What is the common understanding of the difference between an engine refresh and an engine rebuild?

Often a refresh is just a top-end (valves, rings ,or other particular items that might life out more frequently like chain tensioners). A rebuild usually involves complete disassembly, measuring and replacing all components out of spec, and reassembling.
