are you able to tune a drag car at the drag strip starting with a base tune.

Well technically yes you could, however it's going to depend on how close the base map is. For example if you have nothing more than a basic start map to get the engine idling then you're going to be in for a long tough road to get the map properly dialled in. If the engine is making reasonable power you're also potentially risking doing damage if the tune is out of the ball park. In this instance I'd strongly recommend getting the tune pretty close on the dyno so you're at a point where you can confidently perform a full throttle test hit to start gathering data and you can then fine tune from there.
