what tuning cables is the best very new to this have always worked on cars but just starting to get in to the computer side of this any advice is greatly appreciated
The cable will depend on the ECU being used. I'm going to guess it may be stock street vehicle, and you expect to be doing reflash tuning.
If so, check out the vehicle support from companies like HPTuners, COBB Tuning, EcuTek, EFI Live. First they have to support your vehicle, then you see what options they have for connecting and tuning the ECU.
Stand-alone ECU (often used in race cars), will have their own cables and adapters. Depends on the brand and model of the ECU.

As David said, it depends.
Figure out what vehicles you're interested in working on, or own, then look for support for them*.
Some may run directly off the OBDII port via a simple cable connected to the lappie, or PC. Some may use a dongle that allows Bluetooth conection to a 'phone, laptop, or whatever. Some may require a dedicated device to connect to the port.
Something to watch out for is some will have paid fees, or licences, and some will be one-offs, some annual - and these can be expensive! Which reminds me, must update mine.
Another point is some are just the more basic scanners that allow reading errors, and some resetting, but don't go further into the ECU for adjusting the actual parameters, like fuelling, timing, limiters, etc.
