new to all this.

assuming i take care of the engine and everything else and make sure its running good, could i tune the stock motor to handle a little more HP and torque without dropping money on mods?

lets say in a hypothetical scenario, i have a '00 au falcon, but i want it to make some more power BUT without dropping money on mods, is this do able?

my objective isnt crazy high hp, but rather to make the stock motor a little faster.

It depends a great deal on what the original engine is - while forced induction, especially turbo', engines have the most potential, some N/A engines may have a little room to improve response. There is more potential if the bottle-necks, such as exhaust or intake, are addressed and the tuning takes advantage of those improvements.

Before you start, I'd suggest checking the emissions and modifications legislation in your state.
