Some bikes can accept an external Wideband Controller output and have a bit of "auto tune" functionality.

To set ignition timing, you need a motorcycle dyno. They are available.

There are some open source options, Dynojet has some options, there are plenty of standalones that might suite, but it depends on the particular application.
