Do you repeat this with every cell throughout the rpm and load tables ?

Typically at lower engine speed where there is a large transition between cells due to the rate of change of the engine load, you will hold the dyno in each of the cells to tune them until a curve can be found, once this is done then you can expand this out and build the rest of the table. At higher engines speeds you will typically do a ramp run and then go back to correct the fueling based on the recorded data.
