Why is it that when I try to dimension a circle, fusion says that it is an over constrained sketch, and wants to create a driven dimension instead?

I'm new to fusion and cad, but this must mean that the circle already is fully defined. the sketch(circle) will be black instead of blue once fully defined.

you are trying to define a circle that's already defined. does it show a number next to the circle? when editing sketch? if so that's the dimension for it already.

you can double click that circle diameter number and change it to what's needed.
