I'm a little confused, in the TE document provided it says for hybrid concentric twist to start with the smaller gauge wire on the inside and as you move out to use larger guages. In the video it says to use larger wires on the inside and as you move out go to smaller guage. My question is what is the correct way?

You will likely find that the technique demonstrated provides you with a neater finished product which is why Zac demonstrates in this way. The larger gauge wires provide a more substantial base for beginning the concentric twist.
