what makes the restriction on OE ECU vs AfterMarket ECU to access the data while engine running?
firmware and software capability. In order to do "live tuning" in general, the tables need to be loaded into RAM memory not (read-only) ROM memory.
I believe HP Tuners can provide live tuning for some ECUs.
