some of the tad are missing in my version how do I get access to the missing tabs do I need to purchase a license for the user defined paramiters

Sorry I don't quite follow? What are you missing? What vehicle/ECM are you tuning?
I think you probably mean some parameters aren't visible. Go to Edit>View>Advanced. You likely have Basic checked.
